Case review and beneficiary protection: All QIOs reported that they receive relatively few beneficiary complaints and, furthermore, they indicated that most complaints received were not true quality of care issues, rather, complaints tended to deal with service problems, such as long wait times, rude staff, and other communication problems.
This way when it is time for reporting there are no surprises.
